If you need one, consider using Microsoft's media creation tool from a Windows computer (see ##windows for support). If this is not an option, there are third-party unsupported tools like WoeUSB ( https://github.com/slacka/WoeUSB , sudo snap install --edge woe-usb ) that might work. Added by Jordan_U

amd ati fglrx amdgpu <reply> On Ubuntu, AMD's official Linux graphics driver "amdgpu" is automatically loaded for matching hardware. Very old cards use driver "radeon" (r300, r600) instead. See the !man pages for X options, "modinfo -p <graphics-driver>" for kernel parameters. Both drivers are open source and integrate with MESA and !DRI.
